Service Standards for Transfer Payment Programs
A service standard is a public commitment to a measurable level of performance that clients can expect under normal circumstances. Public Safety Canada (PS) has established services standards for all of its transfer payment programs.
PS is committed to adhering to the following transfer payment service standards:
- Acknowledging the receipt of a funding request within 10 business days with the target set at 80% for achieving this standard
- Communicating a funding decision within 30 weeks of receiving a complete application with the target set at 80% for achieving this standard
- Issuing a payment following receipt of all required documentation within 30 business days with the target set at 80% for achieving this standard

Service Standards
Acknowledging the receipt of a funding request within 10 business days
- Performance Target: The target for achieving this standard is set at 80%.
- Real-Time Service Performance Information: Applications were processed within 2 business days on average for the quarter from April 1 to June 30, 2023.
- Service Performance Results: The service standard was met 98% of the time in Fiscal Year 2022-23.
Communicating a funding decision within 30 weeks of receiving a complete application
- Performance Target: The target for achieving this standard is set at 80%.
- Real-Time Service Performance Information: Funding decisions were communicated within 39.9 weeks on average for the quarter from April 1 to June 30, 2023.
- Service Performance Results: The service standard was met 43% of the time in Fiscal Year 2022-23.
Issuing a payment following receipt of all required documentation within 30 business days
- Performance Target: The target for achieving this standard is set at 80%.
- Real-Time Service Performance Information: Payments were issued within 31 business days on average for the quarter from April 1 to June 30, 2023.
- Service Performance Results: The service standard was met 85% of the time in Fiscal Year 2022-23.
