In Quebec, civilian safety is a shared responsibility between citizens, enterprises, municipalities and the government of Quebec. Once disaster breaks, the ministry coordinates an action plan for the different ministries and organizations of the government of Quebec responsible for emergency management. Through the Organisation de la sécurité civile du Québec (OSCQ,) the municipality or municipalities affected by the disaster are assisted until help is no longer required and life in the community or communities returns to normal. In some cases, the OSCQ will provide financial assistance to disaster victims.
